42nd Border Management Staff Course (Management Level)
September 2026 — Deadline for Nominations is July 15th, 2026

Designed for experienced managers and supervisors, this course focuses on leadership, organizational management, institutional capacity development, and the practical skills required to lead teams and strengthen operational effectiveness. Participants will develop training modules and tools that can be replicated within their home agencies, helping to multiply the impact of the course and build sustainable institutional capacity.

43rd Border Management Staff Course (Women's Leadership)
November 2026

Designed for women professionals working in border-related agencies, this course aims to strengthen leadership, decision-making, communication, and professional networking skills. Participants will explore practical approaches to leadership while building connections with peers from across the OSCE area.

44th Border Management Staff Course (Policy Development Level)
March 2027

Designed for senior professionals involved in policy, strategy, legal, and institutional development, this course focuses on strengthening the skills required to develop effective border management policies and frameworks. Participants will examine contemporary security challenges, institutional reform, strategic planning, and policy development processes within the OSCE region.

Nominations:

Who Should Be Nominated?

Participants must be employed by a national authority responsible for border management, border troops, border guards, border police, customs, migration, drug control, or other border-related functions within an OSCE Participating State or Partner for Co-operation.

42nd Border Management Staff Course (Management Level)

September 2026

This course is intended for experienced managers and supervisors who:

  • Have at least 8 years of relevant professional experience;

  • Currently supervise at least 5 personnel, directly or indirectly;

  • Hold operational, managerial, or leadership responsibilities within their agency;

  • Are motivated to strengthen institutional capacity through training and knowledge-sharing activities in their home agencies.

43rd Border Management Staff Course (Women's Leadership)

November 2026

This course is intended for women professionals who:

  • Serve in operational, supervisory, or leadership roles within border-related agencies;

  • Demonstrate leadership potential and a commitment to professional development;

  • Seek to strengthen leadership, communication, and decision-making skills;

  • Are interested in building professional networks across the OSCE area.

44th Border Management Staff Course (Policy Development Level)

March 2027

This course is intended for senior professionals who:

  • Have at least 12 years of relevant professional experience;

  • Are directly involved in the development of policies, strategies, legislation, or institutional frameworks;

  • Hold advisory, managerial, or leadership responsibilities related to border security and management;

  • Seek to strengthen policy development and strategic planning capabilities.

Course Format

All Staff Courses are delivered through a combination of expert-led instruction, practical exercises, peer learning, and professional networking activities. Additional information regarding course schedules, locations, and programme arrangements is provided in the respective course announcements.

2026–2027 Staff Courses Now Open for Nominations

The OSCE Border Management Staff College (BMSC) is pleased to announce recruitment for three upcoming Staff Courses designed to strengthen leadership, institutional capacity, and professional cooperation across border management agencies throughout the OSCE area.

All Staff Courses combine expert-led instruction, peer learning, practical exercises, and regional networking opportunities. Participants are nominated by their national agencies and selected through a competitive process.

The courses will include one week self-paced remote learning and three weeks of in-person instruction.

Working Together to Stop Drug and Human Trafficking at Sea

This webinar will explore how border and law enforcement agencies work together to address maritime drug trafficking and human trafficking and smuggling. It will provide a short overview of current risks, followed by practical examples of how countries share information, coordinate operations, and respond to cross-border challenges. Participants will also discuss common challenges and exchange ideas on how to improve co-operation in their own contexts.

Enhancing Border Security through Coordinated Customs Practices: Combating Organized Crime and Smuggling while Supporting Trade Facilitation

Co-ordinated Customs practices support secure border controls while facilitating legitimate trade. Uneven, manual, or non-risk-based procedures can cause delays, duplicate work and reduce the ability to target high-risk consignments linked to smuggling and other illicit cross-border activity.

Using examples from Japan and Norway, the webinar will examine how Customs services apply co-ordinated border management and risk management. It will cover targeted controls, non-intrusive inspection, digital procedures and co-operation with other border agencies, and end with practical takeaways for participants.

Crisis Management: Enhancing Border Security for Disaster Preparedness and Emergency Response

The OSCE Border Management Staff College (BMSC) is organizing a webinar for its alumni community on crisis preparedness at borders. The session will examine how border security and management agencies can prepare for and respond to natural disasters and other emergencies through contingency planning, stronger inter-agency coordination and cross-border cooperation.

Using national case studies from Türkiye and Greece, it will focus on continuity of border operations, command and communications arrangements, and the secure movement of affected people, emergency personnel, humanitarian relief supplies, and essential goods. It will also highlight the importance of timely information-sharing and coordinated measures during climate-related emergencies.
